The OECD has earned a leading role in Trade and Agriculture. The Trade and Agriculture Directorate (TAD) provides relevant and timely information and advice to support the efforts of governments to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits. It is the focal point for the OECD’s work on agriculture, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD Agriculture and Fisheries work in the international governance architecture.

TAD works covers a wide set of analysis of food and agriculture policy, agri-food trade and market, agricultural sustainability and fisheries and aquaculture under the responsibility of two divisions, the Agriculture and Resource Policies (ARP) Division and the Agriculture Trade and Markets (ATM) Division. TAD work involves a mix of analytical and policy-orientated research conducted in a dynamic, multicultural environment by a team of highly-qualified and experienced staff.

TAD is launching recruitment campaign for Agriculture Policy Analysts to contribute to its work on agriculture, food and fishery policies.

Job Description

Main Responsibilities

Management

• Within assigned workstream(s), lead and co-ordinate research, policy analysis and development, and advice of strategic importance to the Organisation.
• Participate in Division management discussions, with heads of unit and the Head of Division. 
• Lead the team’s contribution to horizontal activities and collaboration with other OECD Directorates.

Research, Analysis and drafting

• Design and execute complex qualitative and/or quantitative research studies, applying diverse qualitative methods. Critically evaluate qualitative and quantitative data, identifying patterns, themes, and relationships to generate rich insights.
• Lead qualitative research projects, provides guidance to others, and contribute original perspectives to the field, showcasing their mastery in qualitative analysis.
• Help develop policy advice in response to complex issues and identify real-world applications.
• Exhibit proficiency in drafting various types of written materials, such as research papers, and strategic plans, capable of synthesising complex information, articulating nuanced arguments, and communicating ideas persuasively and coherently.
• Provide intellectual leadership on the interface of agriculture,  environment and fisheries, and develop domestic and international policy implications and recommendations. This includes providing insights to projects, reviewing relevant reports and papers by the Division, the Directorate or other parts of the OECD.

Liaison, representation, and meetings

• Provide advice and briefings to the Head of Division, the Director, national delegations, inter-governmental bodies and other stakeholders.
• Actively contribute to the communication of outputs, in relation with the communications unit.
• Participate to the organisation of workshops, webinars and events organised by the OECD, including by interacting with prospective speakers.
• Collaborate with other Divisions and Directorates and contribute to horizontal and multidisciplinary projects and outputs as needed.
• Build and maintain a network of contacts with government officials, analysts and experts in donor agencies, international organisations, research institutions, universities and NGOs.
• Present work at internal and external meetings, take an active part in discussions with colleagues and delegates as needed and carry out revisions.
• Engage in horizontal work with other OECD Directorates and participate in relevant seminars and meetings.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree in agricultural economics or political sciences, with an emphasis on agriculture, food, environmental or fishery issues.

Professional Background

• At least eight years' experience in policy analysis on agriculture, food, environment, fisheries or related topics.
• Experience in strategically planning and executing fundraising activities, which involve identifying potential donors, drafting proposals, and managing donor relationships to secure financial support for projects or initiatives.
• Proven capacity for sound analytical and policy-orientated work; ability to effectively execute research or project assignments and to synthesise technical and policy-orientated issues for a policy-minded audience at governmental or intergovernmental level.

Tools

• Proficiency in analysis of quantitative information and experience with advanced analytical tools.
• Willingness to learn and ability to adapt to new statistical and analytical techniques.

Core Competencies

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

• This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.

• Depending on level of experience, monthly salary starts at 7 955 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

• Assessment will include rolling application screening; a video-recorded interview with an on-line  job-based assessment and panel interviews with the different hiring teams are planned upon Division needs.
• This vacancy is not for a specific position. Candidates who successfully pass the initial selection process will be retained in a list of candidates and will subsequently be invited for interview. When specific positions become available, retained candidates will be contacted by hiring Divisions.
