Description & Requirements

Your Team
The team within which you will work, Central Service of the Directorate General of Democracy and Human Dignity (DGII), is responsible for supporting the overall co-ordination of work, strengthening internal and external communication in DGII. It is also responsible for the coordination of communication throughout DGII and will elaborate a strategic communication plan, increase audience engagement, identify opportunities and support the development of online visibility for key initiatives. The development of strategic and compelling social media content will be part of this work together with ensuring quality communication of results and impact of activities of DGII.
Your Role

As a Communications Officer, in collaboration where relevant with the Media Department and the Directorate General of Administration, you will:

  • contribute to the development and implementation of the Organisation's overall communication and visibility strategy that advances its agenda through results-based communication and narrative-building that promote its strategic objectives;
  • contribute to preparing a DGII communication plan;
  • support the internal DGII communication and visibility working group;
  • ensure quality online content of DGII internal and external webpage;
  • identify opportunities and support the development of online visibility initiatives for key initiatives of DGII;
  • develop strategic and compelling social media content related to DGII;
  • suggest improvements to methods and tools to bring communication closer into line with good practices in the field of strategic communication;
  • identify key messages to target audiences, including online and through social media related to DGII;
  • promote the Council of Europe values and priorities internally and externally.
Requirements to apply

You must:

  • have the support of the member State seconding you to the Council of Europe;
  • hold a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in journalism or communications;
  • have at least 3 years of relevant professional experience acquired in the field described above;
  • have very good knowledge of one of the two official languages of the Council of Europe (English or French) and good knowledge of the other (French or English);
  • be a citizen of one of the member States of the Council of Europe.

    • experience in communication for international organisations, government or non-governmental organisations;

    • expertise in layout and graphic design;
    • appropriate experience in developing communication products and good knowledge of the media and public relations industry.

    • knowledge of relevant tools and ability to implement collective intelligence techniques.

What we offer

This vacancy is for a secondment, ruled by Article 23 of Committee of Ministers’ Resolution CM/Res(2012)2. You can consult the conditions of secondment to the Council of Europe (days of leave, allowances etc.) on the webpage What we offer. This secondment does not foresee any allowances or travel expenses from the Organisation.

This secondment should start as soon as possible.
