The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

DCD leads work on gender equality and women’s empowerment through the DCD Gender Equality and Women’s Empowerment (GEWE) Team in the Policies and Networks (PAN) Division, and in a range of areas in the Directorate. The GEWE Team also provides the Secretariat to the DAC Network on Gender (GENDERNET) which is a community of practice of senior officials in development agencies engaged in collective action, peer learning and research to develop better policies, practices and financing for gender equality in development and humanitarian assistance. The GENDERNET also works with and convenes with other partners in civil society, academia, and foundations, etc.

The GEWE Team leads evidence-based analysis of qualitative and quantitative data, disseminates best-fit practice and innovative approaches to integrating gender equality perspectives and women’s empowerment into key and emerging aspects of development co-operation, and develops and steers policy guidance to strengthen the results of development co-operation in this area. In connection with the GENDERNET, the Team leads groups, including a DAC Reference Group on Ending Sexual Exploitation, Abuse and Harassment, driving support to the implementation of the DAC Recommendation in Ending SEAH in Development Co-operation and Humanitarian Assistance.

DCD is looking for a dynamic Policy Analyst to join this high-performing team. The successful candidate will focus on supporting the Team with the coordination and leadership around the DAC Reference Group on Ending SEAH in particular, and work on related and other research on gender equality and women’s empowerment, in part by collecting and comparing new policies and practices and providing strategic support to conceptualising new products and promoting the Team’s work.

The successful candidate will report to the GEWE Team Lead/Senior Analyst under the overall guidance of the Head of the PAN Division.
