The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

DCD leads work on gender equality and women’s empowerment through the DCD Gender Equality and Women’s Empowerment (GEWE) Team in the Policies and Networks (PAN) Division, and in a range of areas in the Directorate. The GEWE Team also provides the Secretariat to the DAC Network on Gender (GENDERNET) which is a community of practice of senior officials in development agencies engaged in collective action, peer learning and research to develop better policies, practices and financing for gender equality in development and humanitarian assistance. The GENDERNET also works with and convenes with other partners in civil society, academia, and foundations, etc.

The GEWE Team leads evidence-based analysis of qualitative and quantitative data, disseminates best-fit practice and innovative approaches to integrating gender equality perspectives and women’s empowerment into key and emerging aspects of development co-operation, and develops and steers policy guidance to strengthen the results of development co-operation in this area. In connection with the GENDERNET, the Team leads groups, including a DAC Reference Group on Ending Sexual Exploitation, Abuse and Harassment, driving support to the implementation of the DAC Recommendation in Ending SEAH in Development Co-operation and Humanitarian Assistance.

DCD is looking for a dynamic Policy Analyst to join this high-performing team. The successful candidate will focus on supporting the Team with the coordination and leadership around the DAC Reference Group on Ending SEAH in particular, and work on related and other research on gender equality and women’s empowerment, in part by collecting and comparing new policies and practices and providing strategic support to conceptualising new products and promoting the Team’s work.

The successful candidate will report to the GEWE Team Lead/Senior Analyst under the overall guidance of the Head of the PAN Division.

Job Description

Main Responsibilities

Policy analysis, research, and drafting

• Carry out high quality, policy-relevant research and analysis on gender equality, women’s empowerment and development topics and data – and any related management of consultants.
• Draft background papers, policy briefs and project-related reports.
• Carry out other related project activities, such as producing external communication materials.
• Support the preparation of briefing material as necessary for senior OECD officials.

Stakeholder management, geo-political understanding, and project/events management

• Advance work streams with an understanding of geo-political affairs shaping development and foreign policy, including the ability to comprehend and analyse the political, economic, and social factors shaping global events in a fast-changing field.
• Contribute to strategic communication and engagement efforts to present, promote, and raise the visibility of findings, recommendations, and insights derived from policy analysis work. This includes proactively reaching out and presenting to relevant stakeholders.
• Oversee multiple related projects or initiatives that are strategically aligned to achieve overarching goals or objectives.
• Plan, organise, and oversee the execution of specific tasks or initiatives within a defined timeframe and budget to achieve predetermined objectives

Representation, liaison, dissemination, and convening

• Support research collaborations within the OECD, with other DCD teams and beyond.
• Liaise with external partners, including managing good relations with experts, members and consultants.
• Coordinate the design and delivery of convenings for members and other stakeholders. Cultivate and maintain positive interactions with internal and external stakeholders, including delegations, building strong partnerships, understanding stakeholder needs, and ensuring effective communication to foster trust and collaboration. This relates to events for GENDERNET and the DAC Reference Group on Ending SEAH and includes the preparation of meeting materials (e.g. draft agendas and records for workshops and meetings).
• Provide support for the dissemination of project outputs.

Other tasks:

• Contribute to other activities of the PAN/DCD gender programme  when relevant and upon request by management, and assist with bringing a gender equality perspective to priority areas of DCD’s work
• Respond to internal and external requests for information on gender equality and women’s rights in development.
• Maintain a strong commitment to continuous professional development and effective team work.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree, preferably at Masters level, in human rights, international development, gender studies or other social sciences.

Professional Background

• A minimum of two, preferably five, years’ relevant experience in research and analysis in the area of gender equality and development, acquired in a university or research centre, a national administration or an international organisation.
• Experience of working with diverse stakeholder groups would be an asset.
• In depth knowledge of the current development trends on gender equality, social issues and development, in particular the Sustainable Development Goals (SDGs) framework.
• Proven ability to carry out empirical analysis to substantiate and support policy analysis.

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
• Knowledge of other languages (e.g. Spanish) would be an asset.

Contract Duration

• 12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
